The Department of Transportation has been actively promoting the concept of improving the productivity of the urban highway system in terms of moving people rather than vehicles. This has focused primarily on the need for, and desirability of, providing preferential treatment for buses. Recognizing the limited number of places where it would be feasible to consider exclusive bus use of a highway lane, FHWA has been pursuing the concept of exclusive use by buses and carpools. FHWA has previously distributed copies of a mathematical model and computer program to evaluate the freeway flow implications of reserving one or more lanes for buses and carpools. This feasibility study describes the application of the aforementioned model to freeway situations with differing parameters as to the general feasibility (good potential, limited potential, or no potential). The report also looks very closely at the traffic operations, public information, and enforcement aspects for a specific freeway in Cleveland, Ohio. It concludes that it would be feasible to reserve the lane adjacent to the median for buses and vehicles with three or more occupants, and recommends that a full-scale demonstration be implemented. At this point in time, it is not known whether the local agencies in the Cleveland area will agree to implement the recommended lane reservation. While the analysis was performed for a specific freeway in the Cleveland area, much of the analysis can be readily applied to freeways in other areas. (BPR abstract)
