Focusing on the Laredo, Texas, gateway, this study examined the issues and potential remedies associated with U.S.-Mexico border area truck flows. As the third in a series of project reports, this executive summary synthesizes key issues and presents general findings and recommendations with respect to truck traffic and its impact within border cities. It seeks also to communicate a central theme of the study - namely, that cross-border planning must utilize intermodal data from both Mexico and the U.S., must identify binational adminstrative constraints to border crossing efficiencies, and must therefore have the cooperation and participation of planners on both sides of the border.
