The Coast Guard's Deepwater law enforcement mission demand can be estimated by using a method that considers SIM II measures of effectiveness, combined with the LE division program standards. Specifically, it is possible to estimate the effectiveness of Coast Guard resources in accomplishing LE missions against a given target set versus the time the resources are in use. This method is directly related to geographical areas as well as time-specific mission effectiveness. The method for estimating mission effectiveness uses previously developed Coast Guard deepwater SIM II modeling. SIM II modeling has been conducted for 95 different combinations of resources in five (5) districts. The existing target densities of the baseline, baseline less 20 percent, and baseline less 50 percent in each modeling scenario were the only target densities considered for use. No changes to platform capabilities nor changes in platform tactics were made. A descripton of the SIM II tactics is contained in 'U.S. Coast Guard Mission Effectiveness Modeling and Analysis' report. These SIM II runs will be applied to all geographically defined areas as discussed in latter sections.
