At its 18th Party Congress in November 2012, the Chinese Communist Party adopted a new goalthat China should enhance our capacity for exploiting marine resources, develop the marine economy, protect the marine ecological environment, resolutely safeguard Chinas maritime rights and interests, and build China into a strong maritime power (emphasis added). Footnote 3 Subsequent commentary by Chinese leaders and national-level documents characterize the goal of becoming a maritime power as essential to Chinas national development strategy, the peoples well-being, the safeguarding of national sovereignty, and the rejuvenation of the Chinese nation.
