The purpose of this thesis is to determine if the costs of the Navy's transportation cargo system and its management are providing the most effective cargo transportation possible. Specifically, the following primary research questions are proposed: 1) What is the Navy currently getting for it's money and what effect will future changes in environment and technology have on the transportation system; and 2) How do the actual administrative and operational costs of the Navy's cargo transportation system compare to a proposed commercial alternative in FY1982. The following secondary questions are considered pertinent in addressing the above research questions: 1) Can a single commercial source provide the same services currently being provided by numerous contractors and other Navy transportation subsystem; 2) What were the actual costs for the administration and operation of the Navy's cargo transportation system during FY1982; 3) What services do the QUICKTRANS contracts provide; and 4) How have the military and commercial transportation systems developed and evolved.
