The Illinois Interstate highway network is deteriorating at a rapid rate due to its age and heavy truck loadings. Meanwhile, the required funds for rehabilitation exceed the available budget. Illinois DOT administrators and planners are faced with many difficult questions about the consequences of adopting different pavement rehabilitation budgets and policies. To answer these questions, they need information about future rehabilitation needs and pavement conditions for different funding levels and rehabilitation strategies. The Illinois pavement network rehabilitation management program (ILLINET) was developed to provide the capability to aid IDOT administrators and planners. The program generates useful results on a PC in both summary tables and graphics. Performance prediction and cost models are used together with decision trees to generate several feasible strategies for each pavement section in the network. All strategies for all sections are then analyzed together to find answers to a variety of 'what if' questions regarding network budget levels and rehabilitation policies.
