One of the initiatives of the U.S. Department of Transportation is to increase the use of bicycling and to accommodate bicycle and pedestrian needs in designing transportation facilities for urban and suburban areas. One approach to enhancing the safety of bicyclists and pedestrians, is to ensure safe vehicular speeds on residential and commercial roadways through the use of traffic calming measures. The objective of traffic calming is to reduce the speed and volume of traffic to acceptable levels and to thereby increase the safety of the roadway. The focus of this research is to explore various design solutions that will reduce vehicle speeds, especially in business and residential areas. The intent of the research is to provide a preliminary investigation to identify design solutions and locations where these solutions would be appropriate so that a later field implementation and evaluation of speed-reduction treatments can be conducted.
