This report represents the completion of a project which deals with the analysis and management of transportation facilities. The purpose is to contribute to the management of transportation systems and to provide a better environment for people movement via transit and paratransit. This report discusses bus stop utilization and impact of bus stop location; the conflict between user and system-oriented assignments of traffic to a network; the expected travel time assignment (ETTA) model; the importance of freeway incidents in shifting traffic assignments; and the response to incidents on limited access facilities. The method of study is the limited case study. Data in some cases were collected by time lapse photography and then further processed by computer programs.
