A universally applicable orbital ferry as the third stage of the heavy-load rocket Neptune was designed. The shuttle was analyzed in terms of payload capacity and specific transportation costs for missions within the cislunar orbit. A conventional chemical propulsion system on the basis of LOx and LH2 was considered. It is shown that payloads between 88 and 110 metric tons can be transported from the 150 km low Earth orbit to a 100 km lunar orbit. The 110 metric tons can be carried to the geostationary orbit by the cargo model of this orbital transfer vehicle with an initial mass below 370 metric tons. The specific transportation costs are estimated at 364 $/kg to geostationary orbit, given a transportation volume equivalent to that required to install giant space power satellites in the geostationary orbit.
