A low cost, off-the-shelf, X-band marine radar coupled to an FAA BRITE display system was installed at Boston Logan International Airport for evaluation by the Department of Transportation/Transportation Systems Center. The radar was evaluated for use as a runway monitoring radar (RMR) for those airports that are equipped to conduct low visibility category II landings but do not have sufficient traffic levels to justify the cost of the ASDE-3 airport surveillance radar. At present there are 26 such airports where there is no direct visual means, in low visibility weather conditions, of confirming that the operational runway is clear before releasing it for the next arrival or departure. The number of airports of this type is expected to increase as the Category II runway certification program continues. This report documents the radar unit evaluated, the evaluation conducted, the results of the evaluation, plus the results of a preliminary cost-benefit analysis. The results of the evaluation indicate that the RMR, without further development, can fill a small, but potentially important, role in the safety of low visibility runway operations.
