There is no clear doctrine for command and control of Echelon Above Corps (EAC) level maintenance in an immature theater. This point became clear during Desert Shield/Storm when civilian contractors, depot employees, reserve and national guard soldiers and essential installation maintenance technicians entered the Kuwait Theater of Operation (KTO) without an in-theater command structure. It also became clear during Desert Shield/Storm that there is no transition to war program which coordinates all EAC maintenance units in peacetime and permits a rapid, logical transition to war. Without clear doctrine and an operational transition to war program, resources are wasted every time the Army sets up EAC level maintenance operations. This paper proposes a clear command and control structure for maintenance operations in an immature theater and outlines an organizational partnership to facilitate a rapid transition from peace to conflict.
