Firms in inner and outer areas of Leeds and London were surveyed to determine the type and severity of their transport problems. Among the problems experienced were: public transport for trips to work, on-site delays for commercial vehicles, on-street loading, traffic congestion, and inadequate parking at or near the firms. Traffic congestion and parking difficulties were more severe in inner than in outer areas, and more severe in London than in Leeds. Solutions applicable to inner areas were considered to be appropriate elsewhere. Wasted time was the most common result of the problems. Other effects included: reduced efficiency, lost business, vehicle scheduling difficulties and staffing implications such as high turnover, recruitment difficulties and staff dissatisfaction. Management had difficulty in costing the effects of problems; when estimates were made, however, they were often considerable. Most problems were local or site-specific, and solutions were thought likely to be found within the study areas or at individual firms. Traffic congestion and off-site parking difficulties were more general.
