This Project was initiated to evaluate the concept of Preferential Treatment for High Occupancy Vehicles (PTHOV) at metered ramps. The corridor selected was the Golden State Freeway (I-5) Corridor between Route I-10 and State Route 170 in the Los Angeles area. On 13 of the 47 metered freeway on-ramps, bypass lanes were provided for buses and carpools with two or more occupants. The time saving was small and, although the number of carpools increased, the increase attributable to the meter bypass lanes alone is not considered significant. Nonetheless, the bypass lane is seen as a useful and effective means to visibly support formation of carpools and the usage of transit modes for commuting.
