The proposed action invloves Federal Financial Assistance to reactivate and reconstruct Isley Field (Saipan International Airport), Saipan, Mariana Islands District, Trust Territory of the Pacific Islands. The reconstruction of the airfield consists of filling, compacting, grading, and paving an airplane runway 8,700 feet long, 200 feet wide with a 1,000 foot long runway safety area on each end and 12 foot wide shoulders. The airfield will allow Saipan to meet the air transportation needs through 1990, reduce noise levels near the more populated areas of Saipan, increase the ultimate airfield capacity, and allow for the development of the tourist and tourist related industries. The development of Isley Field will require clearing approximately 400 acres of brush habitat, slightly alter existing public access patterns to the airfield and public recreation beaches, and increase noise levels over the public beaches located southwest of the airfield.
