The paper examines national policy regarding the employment of black combat troops during World War I. The period for study includes the years 1912 to 1925 in order to show the evolution of policy from pre-war to wartime and then to the post-war era. The major factors in the policymaking process are identified and their impact on policy is demonstrated. The Army's evaluation of black combat soldiers is examined critically.
