The Military Sealift Command, a component of the United States Transportation Command, is responsible for the sealift of military personnel and material during a crisis. Conceptual plans for these complex moves, called deliberate plans, are continuously being prepared. A computer-based scheduling system, the Sealift Strategic Analysis Subsystem (SEASTRAT), is under development for assisting in the production of these plans. The ship scheduling portion of this system, the Scheduling Algorithm for Improving Lift (SAIL), combines linear optimization and heuristic methods to determine ship routes and cargo loadings which honor a variety of complex operational constraints. 15 refs., 4 figs., 12 tabs.
