Transportation Planning in the United States has traditionally focused upon estimating significant transportation network deficiencies and evaluating the effectiveness of large transportation investments. However, the current legislative climate requires the ability to model more microscopic peak hour effects of much smaller scale strategies such as rideshare incentives and transit service improvements. Peak hour modeling has typically been implemented with simple proportionality factors either before or after the trip assignment stage.
