In May 1985, the Chief of Naval Operations directed that fixed-price contracting be the primary acquisition strategy for ship overhauls. Under a fixed-price contract, a contractor agrees to perform work for a specific amount. The price is not subject to adjustment on the basis of a contractor's cost experience in performing the contract. The Supervisors of Shipbuilding, Conversion and Repair (SUPSHIP) offices plan and manage the overhaul of Navy ships in private shipyards located in their geographical areas.
