The objectives of the research are: (1) to identify the potential for innovation and for incremental improvement in bus transit passenger data collection, and (2) to develop and test data collection and processing methodologies. An inventory of 58 transit properties in the United States with 100 or more peak hour buses showed a wide range of techniques being used to collect both total passenger and Section 15 data. The results of the analysis were used to develop an evaluation methodology to aid transit managers in selecting an improved data collection procedure. A final case study illustrated the potential for integrating Section 15 with a regular total passenger counting program.
