Current navigation and communication systems in civilian activities satisfy a large number of users both for ship and aircraft activities. A trend toward closer traffic control of both ships and aircraft makes it necessary to consider ways of improving both of these capabilities for future air and sea vehicles. An examination of new system design concepts shows little likelihood of user acceptance from economic or technical considerations. There is a need to develop a system concept which will provide graduated system performance (in accuracy and rate of updating fixes) with a corresponding graduated economic burden. A satellite system is suggested as a means of developing such a capability and some preliminary estimates are made of the technical characteristics required to provide such a system capability.
