The report evaluates the effectiveness of Coast Guard and State investigations of recreational boating accidents from the perspective of potential for preventing recurrence. This evaluation is based on the Board's analysis of over 1,600 Coast Guard boating accident reports, and a few State reports. Techniques used in highway and aviation accident investigations were used as a basis for evaluating the boating accident investigations. The investigations of boating accidents developed what happened adequately, but were inadequate in respect to why they occurred and what measures might have prevented them. Some value is derived by cataloguing the most frequent type of accident; i.e., capsizings, falls overboard, and sinkings. Problem areas are revealed, but solutions are not apparent in these reports. Recommendations for more effective investigations by the Coast Guard and States conclude the report. (Author)
