The study reviewed current and future ballistic and cruise missile threats, and assessed the implications of those threats to the survivability of U.S. forward-based critical assets. The final report recommends a three-pronged strategy to mitigate potential threats based on a combination of passive defense enhancements, active defense enhancements, and some offensive capabilities.
