This study, sponsored by the Federal Motor Carrier Safety Administration (FMCSA), was directed at analyzing several issues regarding the commercial motor vehicle (CMV) hours-of-service (HOS) regulations. Topics including driving hours, work hours, and breaks as a function of time-on-task have not been well explored in the published literature. The present study focused on four key issues relevant to the HOS regulations: (1) Workday Characterization: What activities comprise an average workday for long-haul and line-haul drivers. (2) Driving Hour: What is the impact of time-on-task on the risk of safety-critical events (SCEs) as a function of driving hour. Specifically, and critical to increasing the knowledge base on the HOS regulations, is there a significant increase in risk associated with the 11th hour of driving. (3) Work Hour: What is the impact of time-on-task on the risk of SCEs as a function of work hour. This is a topic that has not been previously studied. (4) Breaks: What is the impact of time-on-task on the risk of SCEs as a function of breaks from the driving task. Are breaks from driving used to perform other work-related tasks impacting SCEs in a similar manner as breaks to rest.
