This report summarizes a symposium jointly sponsored by the Federal Highway Administration (FHWA), the Federal Transit Administration (FTA), and the Office of the Secretary of Transportation (OST) on bond financing and transportation infrastructure. With highway, transit, and other transportation infrastructure needs significantly exceeding Federal, State, and local capital investments, the national transportation community is interested in exploring all financing options, including bond financing. The Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) encourages innovative solutions to the Nation's transportation challenges and provides new opportunities for action. Using ISTEA's mandate as a framework, the symposium specifically focused on both traditional infrastructure bonds and creative approaches involving credit enhancement, revolving funds, and tax law changes.
