This report is the result of a three year survey of means for fuel conservation in the maritime industry. Topics covered include ship operational practices, speed reduction, rationalization of ship schedules, increasing the efficiency of ship hulls, power plants and propellers, improved navigation aids, and a search for alternate fuels, including those that are not petroleum based. A broad industry/government plan is formulated, suggesting how best to cope with either moderate or severe fuel shortages in the short-term as well as in the long-term.
