The purpose of the study was to determine the technical and economic feasibility of an offshore airport for the New York metropolitan region. The study included analyses of a series of major tasks and subtasks which affect airport planning including air traffic factors, meteorology, airport design, oceanographic and geologic factors, facilities engineering for a site on water, ground access systems, and environmental factors. A multimodal concept was considered including a deep-draft harbor at the selected location.
