The study evaluates an aspect of the 1970 Blue Ribbon Defense Panel's 'Report to the President and the Secretary of Defense on the Department of Defense'. Only proposals concerning a new Deputy Secretary of Defense for Military Operations are considered. Seventeen evaluating criteria are analyzed which come either from the Panel Report or are derived from research into congressional documents and executive branch studies. (Modified author abstract)
