Accident costs are an important element in quantifying the safety benefits of roadway projects, including new construction and major reconstruction as well as traffic accident countermeasures. In order to provide highway project analysts with better means of evaluating roadway projects in Texas, improved and updated accident costs were developed in this study. Based on Texas traffic accident data for 1981-82, these accident costs were developed by several cross-classifications and for different subsets of accidents. The accident costs developed in this study can be used in the Highway Economic Evaluation Model (HEEM) and in analyzing traffic accident countermeasures. Recommendations for future updating of the costs and for using them in setting project priorities are provided.
