This analysis examined the rail network capacity and average transit times for commercial and surge military deployments through the proposed Victorville - Joint Power Projection Support Platform (JPPSP) and trans-loading to vessels at Southern California (SOCAL) ports, as part of the Strategic Mobility 21 (SM21) program. Dependable rail service is needed to eliminate port congestion. Baseline rail dispatch simulations were analyzed to determine current baseline and forecasted shipment impact on regional rail main line segments capacity and the further impact of military deployments. The military deployment scenarios studied were: (1) containerized Surge Sustainment and a Stryker Brigade deployed through the Port of Long Beach, and (2) a notional military force deployed through the Port of San Diego. The analysts concluded that if the 2010 and 2025 Scenario improvements analyzed in this report were implemented, the speed and reliability of both military surge deployments and commercial traffic would be significantly improved, in spite of continued strong growth in commercial traffic.
