The purpose of the work documented in this report was to develop a capability to evaluate collision avoidance systems (CAS) and to perform an operational analysis on a time-frequency collision avoidance system using this capability. Answers were sought for the following questions: (1) Given a certain threat geometry, how effective is the CAS in providing safe separation of the aircraft. (2) How do measurement errors degrade the performance of the CAS for a given encounter. (3) To what extent do alarms propagate vertically in high traffic density environments such as holding patterns. (Author)
