The demand for freight transportation in the United States has been rising reflecting growth in the economy and is expected to continue its upward trend. Policymakers and transportation experts have expressed concern about whether the railroads will be able to keep pace with rising demand. This Congressional Budget Office (CBO) paper prepared at the request of the House Committee on Transportation and Infrastructure reviews trends in the demand for and supply of freight rail transportation. After many years of reducing the amount of track and equipment and reducing the size of their workforce, the railroads have begun to increase their capital stock and hire new workers. This paper identifies factors that might affect the railroad industrys investment decisions.
