The report describes the various types of device which have been developed up to now to detect, identify and communicate with moving vehicles on a road network. Automatic vehicle identification (AVI) and monitoring (AVM) methods are distinguished and compared, with the wide range of possible applications to transport and traffic management discussed. The particular application, namely that of automatic charging for the use of road space using electronic means, is explored in some detail. The emphasis here on the direct pricing of road-use by heavy goods vehicles is on the grounds that economic efficiency is an important goal in the distribution of goods, that resource conservation generates environmental as well as economic benefits and that accident-savings resulting from reduced mileage by heavy vehicles are valued highly by the community at large.
