The Naval Reserve's readiness training goal is to have 70 percent of its reservists qualified for their assigned jobs. However, at the time of our work only 55 percent were qualified. Several factors contributed to the 15 percent shortfail in the qualification rate. These factors included personnel turnover, continuous changes in jobs assigned to the Naval Reserves, need for more hands-on training, and difficulty in getting reservists the needed technical school training. The report discusses GAO's observations and suggests ways for improving the Naval Reserve training program.
