The current project was undertaken to develop a systematic objective and equitable procedure for evaluating alternative transportation systems. The evaluations need to consider increased social awareness and environmental sensitivity as well as new analytical techniques. The procedure is applicable to both statewide and regional transportation problems of funding, planning, construction, and operations. The resulting decisions, together with a long-range transportation policy, can be used to develop a comprehensive state transportation plan. (Author)
