The European research project RECONNECT gives an answer to the question how the introduction of new transport concepts may contribute to the reduction of ground-level congestion. It includes an extensive survey of technologies and developments with respect to new and existing vehicle, infrastructure and transport concepts. This report describes the evaluation of economic, social and environmental impacts issues like efficiency, safety, reliability, public acceptance, financial risk, emissions, land use and employment. It turns out that most new means of transport only reduce congestion on a small scale, often based on the provision of new infrastructure and a resulting modal shift.
