As a part of a national effort to achieve a more efficient transportation system, the 'transparent borders' concept is aimed at developing technologies and systems that provide a less expensive and more efficient operating environment for commercial vehicle operations (CVO), and ultimately, one which will allow unimpeded passage of trucks across state boundaries. The report summarizes the first part of the Transparent Borders Project, a seven-state study to identify the institutional barriers to implementation of various Intelligent Vehicle Highway System (IVHS) technologies for CVO. It describes the current practices within state and federal agencies and organizations that affect CVO in Washington. Particular emphasis is placed on the primary CVO functions in Washington, including driver and vehicle licensing, operating authority, permitting, tax collection, weight and size regulation, and safety regulation.
