The main design drivers for the development of the MERCATOR (Methods and Realization for the Control of the Altitude and the Orbit of Spacecrafts) system are described. The hardware and software distributed architecture is detailed with emphasis on the Unix based software organization (near real time and offline execution). The development and the various stages of the qualification process are outlined.
