The report was published in November 1983. The study was conducted jointly by the Aeronautics and Space Engineering Board and the Board on Atmospheric Sciences and Climate of the Commission on Physical Sciences, Mathematics and Resources. The committee concluded that low-altitude wind shear is an infrequent, but highly significant hazard to aircraft landing or taking off, but that there are actions that can be taken in the near term to reduce the hazard. In the longer term, there are developments currently underway that, although they would be relatively costly, could almost eliminate the hazard by detecting wind shear along the intended flight path and allowing pilots to avoid encountering it.
