The general objective of the study was to organize presently available and scientifically obtained evidence and knowledge: (a) on which to base performance standards for state and community police traffic services programs related to highway safety, and (b) with which the Bureau can provide guidance to the states on the technical content of this aspect of their comprehensive highway safety programs.
