Included in U.S. Coast Guard's efforts to combat oil pollution has been the development of a self-contained system, ADAPTS (Air Deliverable Anti-Pollution Transfer System), for the emergency unloading of damaged tank vessels to minimize the quantity of oil spill. In conjunction with this, a support system was investigated that could provide additional storage capacity commensurate with the volume of oil on board the stricken vessel. This would involve the identification and location of suitable empty (in ballast) tankers and tank barges, American flag and foreign, to be diverted to the scene of a stricken vessel for offloading cargo as a back-up to, or in place of, ADAPTS. The report presents the first part of this study: The analysis of the coastal petroleum traffic, the study of the AMVER (Automated Mutual-Assistance Vessel Rescue) System operated by the U.S. Coast Guard, and the design and development of feasible system alternatives to identify and locate in ballast tank vessels and barges.
