The performance and cost of terrestrial radio navigation systems, and the potential benefits and savings of satellite navigation for airlines, shipping, survey, land vehicles, and low orbiting satellites are analyzed. The yearly worldwide cost of radio navigation to airlines is $ 140 M/year (excluding user charges) and to shipping $280 M/year. The yearly cost of the ground system is estimated at $720 M/year. Although the transition to a system like NAVSAT will be lengthy, the benefits will be significant. The potential saving of fuel alone for airlines on the North Atlantic route could amount to $100 M/year (3%) and for shipping $200 M/year worldwide (1%) when mature systems are approved and in general operation.
