The position of cyclists and moped riders is a particularly dangerous one. Together they account for more injuries and casualties than occupants of cars. Their relative risk is about 3 to 4 times as high as that of motorists. The majority of these accidents occur with cyclists between 8 to 12 years of age and with 16 and 17 year old moped drivers. Few safety measures have been taken for these groups of road users, with the exception of the requirement to wear moped helmets. The possibilities of educational countermeasures have hardly been investigated. This is partly due to the fact that no systematic information about the accidents, behavior, skills and attitudes of this group of road users is available. The report discusses the findings of literature studies on these topics and outlines a course of action for the development of educational programs that can be effective in improving the behavior and decreasing the accident rate of cyclists and moped drivers.
