A new crosstown bus line was established for demonstration purposes. This technical report is one of a series on the demonstration project. Transit ridership has been declining in Sacramento, California and in most other American cities since 1945. It is the objective of this study to define some of the variables contributing to the decline of transit patronage in Sacramento, to delineate their effects on ridership and revenue, and to suggest methods of manipulating these variables in order to improve service, revenue and patronage.
