United States Africa Command (AFRICOM) has struggled with air support for the entirety ofits 10-year existence. To meet the demands of the theatre, AFRICOM has adapted to use bothmilitary and civilian aircraft to meet its missions. Violent Extremist Organizations (VEO)sin Africa thrive in the vast ungoverned spaces on the continent and efforts by AFRICOM todeny these ungoverned spaces to VEOs have challenged AFRICOMs aerial sustainment efforts.By developing a persistent hub and spoke system, AFRICOM would be able to leverage a widerrange of assets, to include Non-Standard Aviation platforms, and more reliably shrink theungoverned regions that harbor VEOs.
