This report describes a range of Federal, state, and local alternatives for highway construction and improvements. It opens with a historical overview of the sources of highway funds, and a review of highway conditions in urban areas. It then explores a variety of general taxes as revenue sources, including property taxes, sales taxes, employer/payroll taxes, personal income taxes, and income taxes. Highway user fees covered included motor fuel taxes, motor vehicle taxes, heavy vehicle taxes, tolls, and parking charges. Non-traditional alternatives include special assessment districts, severance taxes, and franchise taxes. Other topics discussed include a range of borrowing options, joint development and value capture approaches, and supportive financial management strategies. Contacts at the state and local level who have tried innovative approaches are provided, as is an annotated bibliography on the topic.
