Currently, military space launch operations are managed by Air Force Systems Command. The research and development perspective of Air Force Systems Command limits the flexibility and responsiveness of the US's space launch capability. The paper advocates that space launch operations should be managed by Air Force Space Command. The mission-accomplishment perspective of Air Force Space Command will be needed to achieve an operational space launch capability. Military doctrine identifies the need for an operational space launch capability and operational commands manage other weapon systems such as the ballistic missile.
