The purpose of this study was to analyze the 'gap' between the projected mission demand and resource availability for conduct of the Coast Guard's deepwater missions. Deepwater missions are defined as those missions that are conducted beyond the normal operating range of shore-based small boats which generally require either extended on-scene presence, long transit to the operating area, forward deployment of Coast Guard forces, or a combination of these factors. These missions include most of the Coast Guard's programmatic mission areas, such as Search and Rescue (SAR), Enforcement of Laws and Treaties (ELT), Marine Environmental Protection (MEP), Defense Operations (DEF OPS), Port Safety and Security (PSS), and Commercial Vessel Safety (CVS). The study included all types of resources associated with deepwater missions, including cutters, aircraft, boats, shore-based sites, information and communications systems, and sensor systems.
