The Portland Regional Transportation Plan indicates that by the year 2010, $5 billion dollars will be spent on transportation, and the region will have even more congestion on major corridors than today. The Portland region cannot rid itself of congestion by simply building new transportation infrastructure. A coordinated, systematic approach will be necessary to effectively manage the regions transportation infrastructure as the region develops a multi-modal transportation system. We will need to develop methods of getting the most out of the infrastructure already in place. By working efficiently and cooperatively among agencies, we can build and manage a smarter transportation system using Intelligent Vehicle Highway Systems (IVHS). IVHS is the application of new technologies with proven management techniques to reduce congestion, increase safety, reduce fuel consumption and improve air quality. By definition, IVHS includes Advanced Traffic Management Systems (ATMS), Advanced Traffic Information Systems ATIS, Commercial Vehicle Operation (CVO), Advanced Vehicle Control Systems (AVCS) and Advanced Public Transit System (APTS). ATMS is the basic building block of IVHS. All other functional areas will utilize the information provided by ATMS.
