The study tested the principle of concentrating most air freight into a national network of relatively few all-freight airports, connecting with truck services to adjacent areas, and developing high-tonnage high-frequency air freight schedules with large all-freight planes. Feasibility of using the former James Connally Air Force Base at Waco, Texas, as an air freight complex was explored, and the study recommended establishment of a demonstration project at Waco as a means of testing the all-freighter airport concept for the Nation.
