The assumption is made that spacecraft charging effects may be alleviated by using conducting dielectrics for spacecraft construction. The sources of charge within dielectrics are considered. The conductivity of dielectrics is discussed in terms of the charge carrier density (a) and the mobility (mu). An examination is made of the ways in which n and mu might be increased in a manner suitable for satellite use. Methods of reducing the spacecraft potential with respect to the plasma are also considered. Recommendations are made and the steps to be taken are suggested.
